Also host file of windows lcoation -  C:\Windows\System32\drivers\etc\hosts
Should be saved and look like this. After change and save windows should be restarted.

Remove Geforce or nvidia "experience" or disable it. Also check for your antivirus (try disable or remove it) and reinstall server system patch.
